Government transfers 12 state coal enterprises to the State Property Fund
Shmyhal: the list includes Lvivvuhillia, Volynvuhillia, Ukrvuhillia and mines in occupied areas; goal is a private investor while keeping social guarantees.

Cabinet decision
The Cabinet of Ministers decided to transfer 12 integral property complexes of state enterprises from the Energy Ministry to the State Property Fund. First Deputy PM and Energy Minister Denys Shmyhal announced this on Telegram, Ukrinform and LB.ua report.
The list includes coal mining and sales firms SE Lvivvuhillia, SE Volynvuhillia and SE Ukrvuhillia, plus other enterprises now in temporarily occupied territory. The Energy Ministry initiated the move.
Why
“We are starting joint work with the State Property Fund to find an effective private investor for the state-owned coal mines. Our task is to improve the efficiency of state-owned coal production, increase private investment … and improve its financial condition,” Shmyhal said.
The government says it will keep supporting miners and preserve social guarantees, including reservation from mobilisation. Related budget requests are in the 2027 draft state budget.
Background
In March the Energy Ministry said it planned to hand mines to the Fund for later privatisation, naming Lvivvuhillia, Volynvuhillia and Dobropillia Coal Mining. In late September the Cabinet submitted a bill to transfer liquidating state-mine property into municipal ownership.
Why it matters
The reform aims to cut budget losses from chronically inefficient mines and attract private capital in wartime without tearing up miners’ social protections — success depends on finding investors and separating assets on controlled versus occupied land.
